COVINGTON, Ky. – Lingering ice and snow are creating challenges for waste collection this week in Covington, but residents should continue to put their garbage and recycling carts at the curb on their regularly scheduled collection days. That’s the advice of Rumpke Waste & Collection and the City of Covington’s Solid Waste & Recycling Division. Generally speaking, trash service is on schedule but recycling has been delayed by one day throughout the city, said Sheila Fields, Solid Waste & Recycling Manager. “We’re asking residents to be patient – Rumpke’s drivers are working hard under difficult conditions,” she said. With more snow and frigid temperatures expected this week, further service delays are possible.

Beautification ideas include banners, benches, trees and flowers COVINGTON, Ky. – Seven more neighborhood groups will receive funding from the City of Covington for small improvement projects ranging from park benches to solar lampposts to a trash can shaped for pizza boxes. The funding – totaling just under $27,000 – was approved by the Covington Board of Commissioners on Tuesday night as the latest round of the City’s Neighborhood Grant Program. The grants ranged from $2,500 to $5,000 and can be awarded to neighborhood associations and groups of residents for projects that improve their surroundings. (Businesses, individuals, schools, and religious organizations are not eligible.) “This year we received applications from neighborhoods that had never applied before, so we were happy about that,” Neighborhood Services Director Ken Smith told the Commission. The recipients and their projects: · Austinburg -- $5,000 – Banners, a trash can, and streetside tree plantings. · Peaselburg -- $3,500 – Planters, signage, wreaths, and perennial flowers. · Latonia -- $3,100 – Plants, painting planters, and two benches at Ritte’s Corner. · Monte Casino -- $3,525 – Banners, trees, pedestrian signs, pet waste stations, flag poles, and a lending library. · Old Seminary Square -- $4,174.32 – Mature trees, park benches, banners. · MainStrasse Village -- $5,000 – Trash can for pizza boxes, street banners, and repair of neighborhood sign. · Wallace Woods -- $2,500 – Repair (or replace) park bench, groundcover plants, and solar lamp posts. Two other applications were not recommended because they didn’t meet eligibility requirements, Smith said. He praised the work of The Center for Great Neighborhoods, which worked with many of the neighborhood groups to fine-tune their applications and figure out implementation plans. Shannon Ratterman, Program Director of Community Development at The Center, said she was energized by the number of applications and the enthusiasm of the groups. “In a time when many neighborhood groups have taken a bit of a hiatus from their normal volunteer efforts and event plans, we were really happy to help collaborate on this many great projects,” Ratterman said. “While working with groups to shape their application, you could really tell that there is a desire from residents to get back out into their community and return to the level of engagement and activism that makes Covington such a special place to live.” # # #

Westside Action Coalition Meeting Notes 12/16/20 1. Police Updates - Rachel White, Community Liaison, email: rwhite@covingtonky.gov Dispatch 859-356-3191. A reminder to lock our cars and do not leave them running. Brent Spence Bridge will be opening December 23. They have had a lot of issues with semi-trucks going through Covington, due to the re-routing of traffic. Juvenile disruptions are up in our area. They are seeing an increase in key fob robberies, also called relay theft. Vehicles with keyless entry being stolen. An increase in tools being stolen out of trucks and vans. 2. Treasury Report - No new expenses 3. Beautification Grant - Janet Tobler has applied for a Beautification Grant for Orchard Park. Neighborhood-oriented groups in Covington who want to improve their surroundings may have additional and tangible help. 4. Westside Action Coalition Meeting Notes 09/16/20 1. New Introductions-Covington Board of Education nominee speakers I. Tom Haggard-www.haggardforcovington.com. Lifelong Covington resident, Holmes HS graduate and Holmes HS soccer coach. II. Steve Gastright-Steve4CovSchools.com. Born/raised in Covington. Moved back to the area four years ago and his children are in the public-school system. He is an Education Architect. III. Brandon Mims-Facebook page. A member of the Housing and Human Rights Committee. He is a mentor and wants to bring back mentorship. Helped with the free internet program for Covington. 2. Treasury Report-No new expenses 3. Police Updates-Rachel White will be our new liaison 4. Halloween Event in Orchard Park-We want to encourage door-to-door interaction. Meet our neighbors and help grow our community. Discussed 50% Kroger candy sale and a list of volunteers are needed. Awaiting state and city decision on trick-or-treating. 5. Westside Action Coalition Meeting Notes 03/11/20 Center for Great Neighborhoods 6:30-8PM 1. Finance Update/Report-no changes since last month 2. Election of member at Large-Rick Ludlum 3. Police Updates- I. Covington Police Officer Jeanne Rigney gave updates for our community. Car thefts are still on the rise. Reminder to not leave your car running and unattended. II. Dr. Jae-Seung Lee presented his community & police relations project. Members in attendance completed surveys but these may soon be available online or given at the next meeting. Contact information: leej23@nku.edu 4. Homeless Shelter Update- I. Compiled some questions to be asked at the emergency shelter meeting on Monday, March 16. This is a community-wide meeting at CGN at 6PM. II. There is a board of stakeholders. Questions on who is on the board and how to be a part of this. There is a broad-based working group to examine the issue of homelessness in NKY, led by Kris Knochelmann and CVG CEO Candace McGraw. Data collection focused on the Kentucky Homelessness Management Information Systems (HMIS). This data did not include the Women’s Crisis Center Emergency Shelter, Family Promise Emergency Shelter or Fairhaven Rescue Mission. 5. Orchard Park Communication Committee Report-Fritz advised that the Board of Commission have two open meetings: The Caucus and Legislative Meetings. The agendas are all posted online at covingtonky.gov. He will find out how to attend these and possibly present on Orchard Park. 6. Keep Covington Beautiful, Saturday April 25- i. Meet at Farney Park at 9AM. Coffee and doughnuts will be provided. ii. Bring shovels, rakes, gloves. iii. Let Holly or Mark know of any projects that need to be done in our community. iv. Tree planting will be done on Holman due to a car wreck that destroyed trees. 7. Westside Spring Celebration-Volunteers and ideas still needed for April 26 from noon-6PM. 10x15 Garden plots will be available for $25 in Orchard Park. These will be across the front. If you would like to purchase these prior to the WSC, please reach out to Janet Tobler. 8. Garden Tour 2020 June 13-14th-Participants needed for the tour. You can contact Mark or Holly for information. We encourage anyone on the Westside to participate: Holman, Berry, W. Robbins street, etc.. 9. Farney Park-upkeep and maintenance update-Owner is requesting rent for $800. There is no paperwork for any agreement made. Can this property be purchased? Westside Action Coalition Meeting Notes 02/12/2020 Center for Great Neighborhoods 6:30-8PM 1. Sign In sheet. A new Sign In sheet was introduced for tracking purposes: dues, attendance. 2. Police Updates a. Robberies are up again in Covington. i. Car break in’s, mostly unlocked cars. There were 30 in the last week. Mostly due to cars being left running in the morning or while at the gas station. Keep your cars locked. ii. Door security. Many people are using Amazon’s Ring Doorbell. iii. There will be a survey taken by the group next month. This is for research on community improvement. iv. Anna mentioned that there are multiple accidents by her house on Holman and what steps were needed to get a Stop sign. 3. Westside Spring Celebration a. Janet confirmed the date: April 26 from noon-6pm and that volunteers are needed and more involvement from the group. She is needed 3 point people. i. Recycling, a zero waste initiative to work with Sheila Fields. Also to work with the vendors to use less plastic. Anna volunteered for this. ii. Fundraising. For the event and to find sponsors and raffle ideas. iii. WAC Booth. Possible Kid Zone. This volunteer could have their own vision of the booth. This will help build membership. Possibly 2 or 3 people needed. b. Possible ideas: Pig Roast, Food Trucks. Cups and Cones was suggested as a vendor. c. Absentee ballots caused some confusion and will likely not be used in the future. In person voting would be more practical. b. Discussion on electing a Member at Large position. We will keep nominations open until next month and then vote. 6. By-Laws Update a. Last updated in 2007. b. There is a copy in the binder to view and also on Facebook. c. Discussion on how we can change them. There will be a future meeting to amend the by- laws. d. A motion was made that in a period of 4 weeks there will be an online opportunity to provide feedback. There will be a 1st reading and then a 2nd reading. 7. Homeless Shelter Update a. Reviewed CNC Feb 6 notes. Discussion on the history and what to anticipate over time. Funding and that a nurse will be on-site. b. The city has adopted a new ordinance. This is posted on WCPO.com. c. This will be assisting Boone and Campbell counties. d. A tour of the current shelter can be arranged per Kim Webb. e. The Judge Executive would like someone from the neighborhood on the board. Discussions on a Community Input Committee. Knochelmann suggested an oversight board of stakeholders. 8. Parking Study a. Update from Feb 6 Meeting. b. This is posted on Facebook. c. David Garza is open to questions. Police updates are sent out via email and distributed to WAC member email list 2. Finances (no treasurer) a. No updates 3. Dues a. Membership dues required prior to voting in elections $5/person b. Dues were collected in cash as well as online c. PayPal link for dues has been online at WestsideCovington.com for over 2 years 4. Elections: a. Online Absentee Membership Vote tabulated after the meeting due to large number of ineligible voters b. Paper ballots presented for Secretary position and tabulated immediately after the meeting c. Uncontested results of the 2020 WAC election as follows: 1. President Holly Young 2. Vice President Fritz Kuhlmann 3. Treasurer Mark Young 4. Secretary Katrina Clark d. Member at Large not determined. Nominations may be offered at next WAC meeting. e. Request to revisit WAC By-Laws, not updated since 2007 5. Cold Shelter Update a. Seemed to be a biased meeting heavily represented by people in other communities, not Westside. Very low Westside turnout. Some Westsiders felt bullied at the meeting, mood was hostile. b. Knochelmann & Kim have not discussed the consequences of the cold shelter with local residents – did not request public feedback; seemed to not matter one way or the other. The Decision was made. c. Shelter on Scott is shutting down; the new shelter is smaller than the old one, and will be a 24 hour shelter. The new shelter is moving the homeless further away from the rest of the available homeless services. d. Concerns about the new Cold Shelter i. Quality of life issue for residents. New facility is smaller, not as many beds. Overflow concerns for Linden Grove Cemetery, Center for Great Neighborhoods facility, and Westside residents. ii. Will there be accountability for new issues? (pollution, litter, vagrancy, panhandling, drug use/crime, declining property values) Knochleman is offering his private cell# to report problems. (Don’t actually have this number yet.) iii. Oversight/Advisory Board possible to keep lines of communication open between the stakeholders in the community and the Shelter administration iv. The City of Covington has also raised official concerns about the shelter, many meetings have taken place, but not convinced they can affect the inevitability of the shelter. City Manager believes this shelter in Westside will be like “shooting ourselves in the foot” by allowing this shelter to be run at ‘the front door’ of the Westside. v. Why is the shelter relocating to Steffin’s Tool Crib location? 1. The old building was sold by the Church for a lot of money. (‘offer they couldn’t refuse) 2. The Steffins building was offered for free. May not be the best location, the right size for the facilities, or best available option – but it was the right price. 3. Why not at the Life Learning Center on Madison? Because the LLC folks made it clear they didn’t want the shelter near them. vi. Accountability is the key. No proof this will be a detriment to the community as of yet, but looking at other communities and cities, people are fearful of negative outcomes. We will need to stay vigilant and wok to solve problems as they arise. 6. Residential Parking Study at City Hall– Thursday, 2/6 at 6:30PM, and Friday 2/7 1PM a. To assess parking issues in Main Strasse, Mutter Gottes, Licking Riverside, OSS, and Westside. b. Community input requested. Questions: Contact City manager’s Office (859) 292-2133 7. The Society of St. Andrew (SoSA) has received a significant number of English pea seeds from Seed Programs International as part of a grant. They are looking for both community gardeners and growers who are interested in receiving some. They only ask that you allow them to check in with you, occasionally, to get some informal reporting on things like germination, growth, productivity, etc. for grant-reporting purposes. They are non-GMO and bush variety. Each packet contains about 125 seeds. You can request multiple packets, just 1, a bag of 100, or a box of 200. Considering the health concerns and poor weather, we are kicking off our first virtual WAC meeting, being implemented via Zoom tonight at 6:30PM. If you are new to Zoom virtual meetings, before the meeting starts go to https://zoom.us/join and you will be prompted to download the software needed to access the meeting. (You will only need to do this once). Then enter the Meeting ID#, which will be sent to you via email to the address you provided to us. After you have the software installed, for any other virtual WAC meetings, just click on the link below and, if prompted, enter the passcode sent in the meeting email. If you have any questions or issues accessing a Zoom meeting, please enter your comments here so we can address them BEFORE the meeting starts. **Unfortunately, the free basic Zoom meeting only allows for 40 minute meetings with 3 or more attendees. The cost to upgrade this is $149.90/yr., so we should discuss this upgrade option (payable monthly at $14.99) during our first meeting. Thanks everyone – stay healthy and safe!
